Savas Tutumlu, founder and CEO of Stratagem Systems
The founder

You work with the person who builds it

Savas Tutumlu founded Stratagem Systems in Houston, Texas, in 2023 and now works from Istanbul. He holds a B.S. in Computer Science from UC Santa Cruz and is the engineer behind every project on this page.

There are no account managers in between. You agree the scope with Savas, see the work as it ships, and at the end the code, the database and the hosting accounts are handed to you.

  • Founder & CEO of Stratagem Systems since 2023
  • B.S. in Computer Science, UC Santa Cruz
  • Four iOS apps published under his own App Store account
  • Based in Istanbul

What you can hire Stratagem Systems for

Six kinds of work, each with a shipped project behind it.

Also: web applications, AI agents, ERP systems, system integration and UI/UX design. All services

Releases you can try early

Work arrives in small releases you can open and test, not in one reveal at the end. Otocropper shipped five versions in its first week with teachers, two of them after teacher reports.

AI that people can overrule

Where a model makes a call, a person can check it. Low-confidence answer sheets go to a teacher for review, and a teacher’s mark always beats the AI’s.

Support after launch

Fixes and new features continue after launch on a month-to-month basis, with no long-term contract to sign.

Working together

What you can expect

Five working rules behind the projects above.

Illustration of a project path running from plan to design, develop and launch

Have a project in mind? Start with a 15-minute call.

One price, agreed up front

The price is fixed before work starts and tied to a written scope, so it does not grow with the hours. A change to the scope is priced in writing before it is built.

You own the code

At handover you get the code, the database and the hosting accounts. SPSTARPLAST’s ERP moved to the client’s own GitHub, Supabase and Vercel accounts with no downtime.

Process

From first call to handover

The short version. Every step, from the first meeting to support after launch, is on the process page.

01

A 15-minute call

Talk through the problem and what a good result looks like. If an existing product would do the job, you will hear that too.

02

A written scope

Deliverables, milestones and acceptance criteria, written down before any code, with the fixed price attached.

03

Build in milestones

Releases you can try as the work progresses. Payment follows the milestones: 30% to start, 40% at the midpoint and 30% on completion.

04

Handover and support

The code, the database and the hosting accounts are handed over with documentation. Support continues month to month if you want it.
